Born in Baltimore, Maryland. Attended Wicomico County Schools; University of Virginia Eastern Shore Branch, 1966-68. Served in U.S. Navy, 1963-69. Owner, Hall's Tidewater Travel Agency, 1975-. President, Beaglin Park Condominium Association, 1988-. Member, Friends of Wicomico County Recreation and Parks; Camden Neighborhood Association; Salisbury Rotary Club.
