In Carroll County, the legislative and executive branches of County government are administered by the Board of County Commissioners.
Elected to four-year terms by the voters, the Board of County Commissioners consists of five members, with one residing in each of the five County Commissioner Election Districts. Annually, the President and Vice-President are chosen for a one-year term by the Board.

To improve matters of policing, the Board meets quarterly with heads of law enforcement agencies, and works with those agencies and County government. Appointing civilian members of Charging Committees and Trial Boards, the Board receives complaints of police misconduct filed by members of the public, and, on a quarterly basis, reviews disciplinary matters considered by Charging Committees.
Appointed to two-year terms by the Board of County Commissioners, the Police Accountability Board consists of five members. The Board of County Commissioners chooses the Chair (Code Public Safety Article, secs. 3-102 through 3-104).
COMMISSION REDISTRICTING COMMITTEE
Beginning in 2005, the County Code required the formation of a Commission Redistricting Committee following each federal decennial census (County Code, sec. 3-101).
In February 1837, the first Districting Committee of Carroll County met and divided the County into nine original election districts: Taneytown, District 1; Uniontown, District 2; Myers, District 3; Woolerys, District 4; Freedom, District 5; Manchester, District 6; Westminster, District 7; Hampstead, District 8; Franklin, District 9.
